A joint inspectorate report has been published on the circumstances which led to the murder of Richard Whelan by Anthony Peart in London in 2005.

Peart had been released from custody earlier in the day, despite a warrant having been issued for his arrest on another matter.

The Criminal Justice System has put in place a number of measures to address what happened in this case. The CPS has revised the legal guidance to prosecutors in respect of post-conviction bail proceedings and a consultation on bail matters is to be carried out. A cross-agency working group is being convened which will monitor progress.
